Dear Mr. Giambusso:
In our letter to you of February 21, 1974, we explained that the Arkansas Nuclear One Visitors' Center which also contains the emergency control center as described in the ANO-1 Emergency Plan would be in operation with the necessary provisions to accomodate the permanent emergency control center by Nover9er 15, 1974.
Due to problems experienced by the general contractor for the Visitors' Center involving delays in obtaining material and bad weather, we now estimate that the Visitors' Center will be in operation by February 15, 1974.
In the interim period since fuel loading, a temporary building has been in place in the general vicinity of the permanent center and has all the capabilities and facilities of the planned permanent center except the facilities to perform large scale personnel decontamination operations, i.e., it does not have a water supply and holding tank for decontamination was tes -
Decontamination facilities are provided in the plant and at St. Mary's Hospital in Russellville, Arkansas, in addition to those to be installed in the permanent emergency control center.
