Dear Mr. Giambuss o:
In the Arkansas Nuclear One-Unit 1 Emergency Plan an emergency control center is described as a facility which will be pro-vided where plant personnel as well as site visitors would assemble in the event of an accident which necessitated the evacuation of the emergency assembly area, which is in the Administration Building.
This emergency control center is to be located outside the ANO exclusion area and would be contained within a planned Visitors Center.
The Visitors Center is currently scheduled to be in operation with the necessary provisions to accomodate the permanent emergency control center by November 15, 1974.
This schedule would put the completion of this permanent center some six to seven months beyond the presently expected ANO-1 fuel load date.
During this interim period, a temporary building will be provided in the general vicinity of the permanent center and this temporary facility win have all the capabilities and facilities of the planned pe.ananent facility except the facilities to perform large scale personnel decontamination operations, i.e., it will not have a water supply and holding tank for decontamination waste.

Mr. A. Giambusco Feoruary 21, 1974 The tenporary emergency control center will contain all of the equipmert as detailed for this center in the Emergency Plan and will be completely checked out prior to fuel loading.
Decontamination facilities are provided in the plant and at St. Mary's Hospital in Russellville, Arkansas, in addition to those to be included in the permanent emergency control center as outlined in the Emergency Plan.
We feel. that the interim use of this tenporary facility in no way jeopardizes the adequacy of our plan, especially during this short period.
