Our letter of htay 3,1976, transmitted a proposed change to Technical Specification 4.2.4 concerning inspection of the main reactor internals bolt locking caps.
Based on discussions with bir. Bill Converse of your staff and additional review of the proposed change, we have prepared the attached alternative to the proposed change.
The attached change would allow us to substitute the adjacent thermal shield to lower grid cylinder locking caps for inspection in lieu of those core barrel to lower grid cylinder locking caps which may not be visible due to interference by the internals guide blocks.
hhile we do intend to try to look at all of the core barrel to lower grid cylinder locking caps, a detailed drawing review indicates that approximately 24 out of the 120 caps may be hidden rrom view by the guide blocks. Thus, approximately 24 themal shield o iower grid cylinder locking caps may te inspected.
We feel that the substitution of these adjacent thermal shield to lower grid cylinder locking caps will provide a level of inspection equivalent to the inspection in the existing Technical Specification 4.2.4.
This conclusion is based on the close proximity of these locking caps to the cote barrel to lower grid cylinder locking caps and, due to this close proximity, the high probability that damage would also occur to the thermal shield to lower grid cylinder locking caps if damage occurred to the core barrel to lower grid cylinder locking caps.
