Dear Sir:
My letter of January 17, 1975, transmitted to you several proposed changes to the Arkansas Nuclear One-Unit 1 Technical Specifications.
Enclosed is another proposed change to be included with the previous package. This proposed change will affect only the bases of Technical Specification 3.1.2.
This change involves clarification of the heatup and cooldown rates as identified in Specification 3.1.2.5.
The addition to the bases shows that the limit is based on a maximum change in temperature in one direction during one hour rather than a limit on net change.
It also shows that a linear increase or decrease during the hour is not necessary if the maximum temperature increase or decrease is not exceeded; i.e. a 100 degree increase or decrease may be attained in a period of time shorter than one hour, but a hold at that temperature must be maintained until the end of the hour, thus a 100F/hr change.
