Attached please find proposed revisions to the Arkansas Nucle g
. o' Unit 1 Technical Specifications concerning the power / flow /imbalan point envelope. He purpose of these Technical Specification revisions is to permit full power operation by increasing the operating margin under the Reactor Protection System (RPS) trip limit.
He presently approved RPS envelope (Figure 2.3-2) was developed using core offset limits established by " worst case"~ peaking throughout core life. He limiting case was the beginning-of-life (BOL) power peaking.
The revised RPS envelope takes credit for fuel depletion in that the revised core offset limits were based on power peaking for burnups greater than 100 EFPD. He first core exposure for ANO-Unit 1 has already exceeded 150 EFPD. The power / flow / imbalance liuits were established as before by incorporating the maximum expected calibration and instrumentation errors to derive the error-adjusted limits. He limits for three and two reactor pump operation were generated using the same process.
Figure 2.1-2 has also been revised to allow for the fuel depletion effects.
Figure 3.5.2-3 has been revised by removing the RPS trip setpoint curve that had previously been added to the operational power imbalance envelope.
He net effect of the change to Figure 2.3-2 is to increase the allowable negative imbalance above 85% power and reduce both the allowable negative and positive imbalances below 85% power for four pump operation. The power to flow ratio of 1.07 does not change nor does the maximum allowable power.
He revised imbalanci setpoints are -14.0% and +10.0% at 107%FP. he set-point slopes are +1.158 and -1.467 for negative and positive power imbal-ances, respectively. H e maximum allowable imbtlances are -33.0% and +25.0%
for power levels below 85% for four pump operation.

July 29, 1975 We have been forced to operate Arkansas Nuclear One-Unit 1 at less than the licensed power due to the restrictions in the present Technical Specifications. De control rod withdrawal limits and rod group overlap produce a negative core imbalance of approximately 5% for power operations above the power level cutoff. Bis negative imbalance combined with normal oscillations in RCS flow, system load conditions and the current trip en-velope results in a reduction in allowable reactor power to prevent frequent tripping of the reactor.
We have been limiting reactor powe. to between 92% and 98%, depending upon reactor conditions, for the past two months to provide adequate operating margins to maintain dependability of the unit.
Using the current system fuel costs, an average 5% reduction in the electrical output from ANO-1 reruits in an increase in generating costs of over $16,000 per day or approximately $500,000 per month.
