Gentlemen:
Via telephone conversation on March 9,1978, between your Mr. G. Vissing and our Mr. D. Mardis, and again in your letter dated March 10, 1978, we were requested to provide additional information concerning our Cycle 3 reload, plus a commitment to submit a startup test report (similar to that for Cy-cle 2) within 45 days of completion of the test program. We were requested to provide the above information by March 17, 1978. Please find enclosed the requested information concerning our Control Rod Group reactivity worth tests acceptance criteria and the procedures to be followed if the accep-tance criteria are not met as it was related to members of your staff in the above mentioned telephone conversation.
Our letter from D. A. Rueter to D. L. Ziemann, dated February 24, 1977, committed to providing a startup test report for your information within 60 days after completion of the Cycle 2 startup testing. This commitment was made as a result of a request by Mr. R. Snaider, our NRC Project Manager at that time. We submitted our Cycle 2 Physics Test Report to you on June 13, 1977. Therefore, due to the manpower and time required to collect, organize, evaluate, review and reproduce the type startup test report you have requested, we find we are unable to commit to provide this information prior to sixty (60) days following completion of that testing.

4 RESPONSE ON CYCLE 3 RELOAD QUESTION QUESTION For the Control Rod Group reactivity worth tests, provide the acceptance criteria and the procedures to be followed if the acceptance criteria are not met.
RESPONSE
The acceptance criteria of the control rod worth test are that each measured control rod group must agree within *15% of the predicted worths and that the sum of the measured control rod group worths (Groups 5, 6 and
- 7) must agree within *10% of the corresponding predicted worth.
If the test fails to meet the acceptance criteria of *10% on total group 5, 6 and 7 worth, the worth of group 4 would be measured and the sum of groups 4, 5, 6 and 7 would be compared to the corresponding predicted sum.
If this failed to meet the *10% acceptance criteria, further testing and evaluation would be performed prior to continued testing. NRC would be notified since the shutdown analysis in the cycle reload report would be affected. The acceptance criteria of *15% on each measured control rod group is for information only and would require no specific action.
No safety limits are associated with this limit.
