Arkansas Power 6 Light Company Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Technical Specification Change Request Administrative Controls Gentlemen:
Our letter of December 10, 1975, transmitted a proposed change to the Administrative Controls (Section 6) of the Arkansas Nuclear One-Unit 1 Technical Specifications as requested in your letter of October 15, 1974.
That change was based on a combination of the existing Technical Specifica-tions and the Standard Technical Specifications and incorporated the require-ments of Regulatory Guide 1.16, Rev. 4.
That portion of the change request that dealt with reporting requirements vias subsequently issued as Amendment 9 to the ANO-1 Technical Specifications on January 23, 1976. Subsequent discus-sions with your staff have led to a complete rewrite of the remaining sections of our December 10, 1975, submittal.
D e attached material supersedes those changes requested in Sections 6.1 through 6.11 of our previous submittal. This revised request is formatted in the same manner as the Standard Technical Specifications (STS) and contains much of the STS wording. H is change also serves to update the plant staff and offsite organi::ations and to enhance the review and audit provisions.
Your prompt review of this proposed change is requested. We would be pleased to meet with the NRC staff on this matter if so desired.
