Gentlemen:
Technical Specification 3.3.4(A) requires that in order to attain and maintain criticality that all four reactor building cooling fans and associated cooling units be operable. If compliance with this speci-fication is not maintained, Technical Specification 3.3.6 requires that we proceed to a hot shutdown within 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />.
Section 6.3.3 of the Arkansas Nuclear One-Unit 1 Final Safety Analysis Report presents the design evaluation of the Reactor Building Cooling System. This evaluation shows that with two cooling units inoperable, the heat rewval capability of the cooling system under post-accident conditions is not degraded sufficiently to allow reactor building pressure to increase above the design value.
It also shows that a single failure may still be experienced and no degradation will occur to the point of not maintaining the reactor building pressure below the design pressure under post accident conditions.
We propose to revise Technical Specification 3.3.4(A) to read as follows:
Two reactor building spray pumps and their associated spray nozzle header and four reactor building emergency cooling fans and associ-ated cooling units with the exception that one cooling fan may be out of service for a period not to exceed seven days.
Due to the situation with which we are now faced, i.e.,

this proposed specification be expedited. Based on the fact that the basis for this specification comes from the Draft Technical Specifications for ANO-2 proposed by the NRC Staff and our FSAR analysis and system design supports the proposed specification, we do not forsee any problems in this.
