Gentlemen:
Your letter of June 3,1977, requested that we evaluate the current design of the emergency power systems at Arkansas Nuclear One-Unit 1 and, if necessary, propose plant modifications to meet the Staff Positions or pro-vide a detailed analysis showing our facility design has equivalent capa-bilities and protective features. Your letter also requested an amendment to the ANO-1 operating license to incorporate comparable technical specifi-cations to those presented in your second enclosure, as well as a description and a schedule for the completion of any plant associated modifications.
Our July 25, 1977 letter requested an extension until October 17, 1977, to submit the proposed technical specifications, and, if necessary, a description and schedule for p1rmt modifications. This request was based upon the realization that the design evaluation would be required prior to proposing appropriate technical specifications and proposing the description and schedule for completion of possible plant modifications.
At this time, we find that we are unable to complete the design evaluation and are therefore unable to propose technical specifications or a description and schedule for plant modifications. Our inability to meet the October 17, 1977 deadline is due in part to the large amount of computer reanalysis required to be performed evaluating the design of the emergency power systems and the unfamiliarity of the responsible persons in the use of the required computer codes.
