DOCKET NO. 50-313 PROVISIONAL CONSTRUCTION PERMIT Construction Permit No. CPPR-57 1.
Pursuant to 8104 b. of the Atori.c Energy Act of 1954, as amended (the Act),
and Title 10, Chapter 1, Code of Federal Regulations, Part 50, " Licensing of Production and Utilization Facilities", and pursuant to the order of the Atomic Safety and Licensing Board, the Atomic Energy Commission (the Commis-sion) hereby issues a. provisional construction permt to Arkansas Power &
Light Company (the applicant) for a utilization facility (the facility),
designed to operate at 2452 megawatts (thermal) described in the application and amendments thereto (the application) filed in this matter by the appli-cant and as more fully described in the evidence received at the public hearing upon that application. The facility, known as Russellville Nuclear Unit, will be located at the applicant's Pope County, Arkansas site on a peninsula in Dardanelle Reservoir on the Arkansas River about six miles west northwest, from Russellville, Arkansas, and about two miles southeast from London, Arkansas.

This permit shall be deemed to contain and be subject to the conditions specified in 9950.54 and 50.55 of said regulations; is subject to all appli-cable provisions of the Act, and rules, regulations and orders of the Com-mission now or hereaftar in effect; and is subject to the conditions specified i
or incorporated below:
A.
The earliest date for the completion of the facility is February 1, 1972, and the latest date for completion of the facility is July 1, 1972.
B.
. The facility shall be constructed and located at the site as de-i scribed in the application on a peninsula in Dardanelle Reservoir on the Arkansas River in Pope County, Arkansas.
i C.
This construction permit authorizes the applicant to construct the facility described in the application and the hearing record in accordance with the principal architectural and engineering criteria set forth therein.

This permit is provisional to the extent that a license authorizing operation of the facility will not be issued by the Commission unless (a) the appli-cant submits to the Commission, by amendment to the application, the complete final safety analysis report, portions of which may be submitted and evaluated from time to time; (b) the Commission finds that the final design provides reasonable assurance that the health and safety of the public will not be endangered by the operation of the facility in accordance with procedures approved by it in connection with the issuance of said license; and (c) the applicant submits proof of financial protection and the execution of an indem-nity agreement as required by 8170 of the Act.

PERMIT ISSUED FOR NUCLEAR POWER PLANT NEAR RUSSELLVILLE, ARKANSAS A permit to build a nuclear power plant near Russell-ville, Arkansas, has been issued to the Arkansas Power and Light Company by the Atomic Energy Commission's Division of I
Reactor Licensing.
The company will build its Russellville Nuclear Unit on a peninsula in the Dardanelle Reservoir on the Arkansas River about six miles northwest of Russellville.
The facility will use a pressurized water reactor and will have an output of about 850,000 ne't electrical kilo-watts.
Babcock and Wilcox Company will supply the nuclear steam supply system and Westinghouse Electric Corporation the turbine generator.
The Bechtel Corporation is the architect-engineer and supervisor of construction for the project.
The total cost of the nuclear power plant and associ-ated facilities, including the first fuel core, is estimated to be $169,000,000.
The company expects to begin commercial operation by December 31, 1972.
Issuance of the permit follows reviews by the AEC t
Regulatory Staff and the Commission's Advisory Committee on Reactor Safeguards and a public hearing by an Atomic Safety and Licensing Board.
The board conducted the hearing on October 30 in Russellville and issued a decision on December 4 authorizing issuance of the permit.
The permit and the board's decision are subject to review by the Commission and to any order the Commission may make on or before January 20, 1969.
