Gentlemen:
Our letter to Mr. E. Morris Howard dated January 19, 1978, (Reportable Occurrence Report No. 50-313/78-1) identified a deficiency in the boric acid volume requirement as discovered by Babcock 6 Wilcox after perform-ing a shutdown boron analysis for their operating plants. A comparison of Arkansas Nuclear One-Unit 1 (ANO-1) Technical Specification 3.2 with the recalculated boric acid volume requirements revealed the boric acid volume storage listed was insufficient for the current as well as future cycles. As necessitated by the above findings, please find enclosed a proposed technical specification involving the volume and concentration 1
requirements of the boric acid addition tank.
The proposed change introduces a boric acid addition tank volume and con-centration requirement which is dependent upon reactor coolant temperature.
This change to the required _ volume is needed due to the increased volume requirements necessary to maintain a 1% shutdown margin above 200 F.
The 0
volume requirements are higher than those of Cycles 1 and 2.
Since these larger volumes would present a significant operational restriction below hot zero power conditions, the temperature dependence is included in the requirement. The additional consideration is required to avoid delays during plant cooldowns to makeup the concentrated boric acid batches to the boric acid addition tank. A technical specification of the current format would require such delays while the proposed specification maintains the same degree of conservatism as the present specification.
