Dear Mr. Giambusso:
Mr. K. R. Go11er's letter of February 12, 1975, approved the design of the Steam Line Break Instrumentation and Control System (SLBIC) and requested that we inform you of our schedule for completion of this system and that we submit proposed Technical Specifications.
We have attached for your review our proposed Technical Specification changes governing the operation and surveillance of the SLBIC System.
Specifications 3.4 and 3.5.1 cover its operability while Specification 4.1 covers the necessary surveillance.
i The SLBIC System is being installed during the current shutdown of the i
unit and soon will undergo preoperational testing.
We have previously shown by analysis that this system is not needed until after 225 effec-tive full power days (EFPD) of operation on the first core.
We have, to date, used approximately 93 EFPD of our first core and estimate that October 1, 1975, would be the earliest date that we would reach 225 EFPD.
To allow some time for checkout and experience with this system we pro-1 pose to implement the Technical Specifications and have the SLBIC System operational by October 1, 1975.
Your approval and/or comments on our proposed actions and Technical Specifications are requested.
