Giambusso, Deputy Director for Reactor Projects, Licensing EXTENSION OF CONSTRUCTION COMPLETION DATE FOR ARKANSAS NUCLEAR ONE, UNIT 1 On March 14, 1973, Arkansas Power and Light Company filed a request for an extension of the completion date for the construction of Arkansas Nuclear One, Unit 1.

The only modification proposed to the existing construction permit is an extension of the construction completion date which does not allow any work to be performed that is not already allowed by the existing construction permit. Therefore, the staff finds that this action does not involve any significant harards considerations.

The staff also finds that the applicant's explanation in its letter of March 14, 1973, that the delays in the Arkansas Nuclear One construction were due to (1) late delivery of valves, (ii) modification of reactor vessel and internals, (iii) p.roblems with containment tendon stressing systems, and (iv) modifi-cation of the emergency core cooling'syst'em, is reasonable and shows good cause for the delay.

The Regulatory staff finds that prior public notice of an order authorizing the requested extension is not required since the action does not involve significant hazards considerations, and that good cause exists for the issuance of an order extending the completion dates.

Accordingly, issuance of an Order extending the latest completion date for the construction of Arkansas Nuclear One, Unit 1, as presently set forth in Construction Permit No. CPPR-57, should be authorized. The Order is to be effective on the date of issuance.
