'J By letter dated September 30, 1976, we committo-to the conversion of the Arkansas Nuclear One-Unit 1 (ANO-1) Technical Specifications to the format of the Standard Technical Specifications (STS) for B&W reactors.
Enclosed find marked pages of BGW-STS, January 1,1977 revision, as proposed technical specifications for ANO-1.
'Ihis submittal contains pages 1-1 thru 3/4 5.7 including the corresponding

index pages. While the enclosed does not constitute our complete ANO-1 STS submittal, we feel this submittal to represent sufficient material for f
your continue review until such time that the remaining specifications can be reviewed, approved and transmitted.
Even with the onset of the holiday A
season we expect to make our remaining ANO-1 STS submittal no later than February 1, 1978. This February 1, 1978 submittal will include marked bases pages B 3/4 0-1 thru B 3/4 10-1 which will reflect our current bases. Although this submittal does not contain bases pages B 3/4 0-1 4
'thru B 3/4 5-2, you should assume our current bases are applicable to this h
submittal. Only to facilitate review of our submittal have we included Pr cycle 2 nu:nbers and figures that were available.
Please be advised that g<<
many numbers and figures are cycle dependent and are subject to change with the submittal of the cycle 4 reload report and technical specifications.
hg With regard to our enclosed submittal the following items should be noted:

Specification 3/4.3.3.1 is marked "Later".
The radiation monitoring instrumentation is presently under investigation as to the need for change.
Therefore we do not feel a submittal is appropriate at this time. As the engineering is completed, an appropriate submittal will be made.

Specification 3/4.3.3.3 is marked as " Resolve after Unit 2 is specifi Since ANO-1 and ANO-2 are located at a common
- site, the..eismic instrumentation specification for'ANO-1 should be similar to that for ANO-2.
As the ANO-2 Technical Specifications are approved and issued, we will revise this specification.

Specification 3.5.4 contains number's for water level and boron concentration for the BWST which were submitted in a letter dated December 6, 1977, as a proposed technical specification.
Therefore these numbers are not consistent with our present specifications.
Our present schedule calls for the final revision of the ANO-1 Technical Specifications to be complete for training and procedure revision purposes by May 1, 1978, and for implementation of revised ANO-1 Technical Specifications and procedures during the refueling shutdown following cycle 3 operation.
Your letter of June 13, 1977, approved this schedule. To meet this schedule we are prepared to meet with your staff and discuss our submittal in detail provided an agreeable date can be arranged.
Please advise if such a meeting is necessary.
