Dear Mr. Knuth:

On August 7,1973, Arkansas Power & Li;,ht Company informed the Regu-latory Operations Office in Atlanta, Georgia of a situation which could be considered reportable under 10 CFR 50.55(e), " Conditions of Construction v}

Permits".

Attached is a description of the incident, safety implications, and corrective action taken to date. The evaluation of this situation con-tinues and we plan to submit a final report by October 15, 1973.
