Dear President Nixon:

I was very upset to read in the newspapers that two menbars of the three-man hearing board, that is considering the application to build the Davis Besse nuclear Pcwer Plant in Port Clinten, Chio, will be asked to'disqu' lify themselves because of a conflict of interest. a It was stated that Charles 1. Winters, Vice Fr-sident of Union Car'oide Corporatien, and 'ialter Jordan cf the Atomic Znergy Cotaissicn's Cak Pidge Nationni Labcratory have a confli_ct cf interest because they have vested int.erests in atomic energy and atonic fuels. Three days later, I raad that 'Ir. Jordan wrote, in the May 1970 issue of Physics Today, that despite hazards involved, nuclear pcwer plants shculd te built. How can these men reach a fair decision? Why would such expert witnesses--Nobel Frize winners, Dr. Linus Pauling and Dr. Joshua Lederberg, ABC's Pr. John Gorman, Dr. Ernest Sternglass, Dr. Charles Fuver, cnd Dr. Fenjamin Sennenblick-testify against the construction and operaticn of this atomic plant unless it was dangerous? How is it possible for Tcledo Edison and Cleveland :lectric Illuminating to build the foundation for this plant, have water intake pipes installed, the ground leveled, and erpress a desire to centinue constracticn of this atomic plant, before the applicatien to build has been approved? How can a federal wildlife refuge be exchanged with privately owned property--so that a building can be erected en former federal land by privately owned business? Dr. Sternglass testified that the infant death rate increases within a 40 mile radius of these nuclear plants. According to a publication entitled, "The Genetic Effects of Ecdiaticn" issued by the AEC, "There is no sa*e amcunt of radiati n in so far as genetic effects are concerned. However small the quantity absorbed, mankind must be prepared to pay the price." There will be a possible 400 more birth defects in Ohio alone each year. What if cne of those 400 would be your grandchild? Eow is it possible for our government-- local, state or federal--to aIIow'mo're nuclear plants to be built ih'en thare is such danger involved for infants? There's more concern for oil-covered birds than there is for our ewn future generations! Why, why, why is there so much injustic-? I am verv concerned-- and look to you, Mr. President, for help.
