.-s The Cleveland Electric Illuminating Company and the Tolede Edison Company submitted an application _to the Atomic Energy Commission for a permit to construct the Davis-Besse plant on August 1,1969, and the AEC regulatory staff has completed its evaluation of the application.

An independent review was made by the AEC Advisory Committee on Reactor Safeguards. Both the regulatory staff and the ACP.S concluded that the plant could be built and operated without endangering the health and safety of the public. The AEC program for the licensing and regulation of nuclear power plants is described in the enclosed booklet, " Licensing ef. Power Reacters," and the related booklet, " Atomic Power Safety."

-A public hearing before a three-man atomic safety and licensing beord to consider whether a.' construction permit should be issued for the proposed Davis-Besse plant. isenew in progress at Port Clinton, Ohio.

The hearing was recessed on Friday, January"29,.and is s'cheduled to reconvene within a week. 'Gopies of the resolution by the Council.of the C1ty 'ef Euclid' and ~this reply are being sent to the board members,
