Dear Congressman Latta:

On behalf of my client, the International Brotherhood of Electrical Workers, Local 8, I feel obliged to apprise you of a situation which requires immediate attention.

I believe that you may have already received a letter from my c1p nt concerning this problem.

[w6rking community in. northweste.rn.. ohio _..In recognition of their demonstrated skill and excellence, Local 8 members were employed to perform various services at the plant.

While employment at a nuclear facility certainly is a favorable experience for numerous reasons, it is not without its commensurate risks.

Thus, union members who receive a three percent exposure to atomic radiation are required to be removed from the jobsite so as to prevent a lethal dosage of radiation thereby causing irreparable damage.

Furthermore, once a worker reaches the three percent level such radioactive emission will not be diminished during his or her lifetime.

Although t'.e federal government allows for compensation to individuals who are injured as a result of the detonation of an explosive device [42 USC S2207) by the Commissioner of the Atomic Energy Commission up to five thousand dollars [$5,000.00], various problems are high]ighted by this statute.

First, a claim in excess of five thousand efollars must be submitted to Congress for its con-sideration.

Seccndly, it is questionable as to whether the normal exposure of radiation at a nuclear power facility could be attribut-able to the " detonation of an explosive device."

Despite the technical problems posed by the language and scope of 42 USC S2207, a further difficulty has developed requiring the implementation of remedial measures.

-Page 2 As highlighted by a_ letter sent my client, it is apparent that Local 8 is faced with a depletion of manpower capable of per-forning the jobs:at Davis-Besse due to the radiation attrition factor.

Similarly, the workers so exposed are left without emplcyment and are forced to encumber the already overburdened Ohio Bureau of Employment Services by claiming unemployment benefits.

To this end, it is imperative that these workers be allowed to perform jobs outside the proximity of dangerous radiation levels.

Otherwise, both Local 8 and its membership are faced with extinction at the Davis-Besse plant.

I look forward to hearing from you about this problem.

I hope that you will recognize the complexity and seriousness of the trouble and lend your assistance.
