SHINE MEDICAL TECHNOLOGIES, LLC - NOTICE OF INTENT TO SUPPLEMENT THE FINAL ENVIRONMENTAL IMPACT STATEMENT FOR THE PROPOSED MEDICAL ISOTOPE PRODUCTION FACILITY AND CONDUCT SCOPING (DOCKET NUMBER: 50-608)

Dear Dr. Piefer:

The U.S. Nuclear Regulatory Commission (NRC) staff received the SHINE Medical Technologies, LLC (SHINE) application dated July 17, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19211C143), for an operating license for the proposed SHINE Medical Isotope Production Facility in Janesville, Wisconsin. As part of the application, SHINE submitted a supplement to its environmental report. The NRC staff accepted the SHINE operating license application for docketing on October 8, 2019 (ADAMS Accession No. ML19276D411). This letter provides information related to the next steps in the NRC staffs environmental review of the application.

The NRC staff has prepared a notice of intent (NOI) informing the public that the NRC intends to gather information and prepare a supplement to the Environmental Impact Statement for the Construction Permit for the SHINE Medical Radioisotope Production Facility (NUREG-2183).

Enclosed is a copy of the NOI, which has been forwarded to the Office of the Federal Register for publication.

Pursuant to Title 10 of Code of Federal Regulations (10 CFR), Section 51.28, SHINE is invited to participate in the environmental scoping process. As discussed in the enclosed notice, the NRC staff is providing stakeholders and the public with the opportunity to participate in the scoping process. For this review, one scoping meeting will be held on December 12, 2019, from 6:00 p.m. to 8:00 p.m. at The Celtic House at Glen Erin Golf Club, 1417 W Airport Rd, Janesville, Wisconsin 53546. There will be an open house one hour before the meeting for members of the public to meet with the NRC staff, sign in, and indicate if they would like to speak at the meeting. The NRC staff will present an overview of the safety and environmental review processes and will explain how these processes will be conducted for this review.

However, the main objectives of this meeting are to describe the environmental review process and receive public comments on the appropriate scope and content to be considered in the staffs review.
