Roy, Chief, Field Coordination and Enforcement Branch Office of Inspection and Enforcement, Headqurters STATUS OF PREPARATION OF DAVIS-BESSE I (TOLEDO EDISON COMPANY, DOCKET NO. 50-346) FOR OPERATION As of the present date, the Reactor Operations and Nuclear Support Branch evaluates the status of the Davis-Besse I facility to be as follows as regards preparation for operation:
Licensee Fuel Load Date November 29, 1976.
As noted in our February 18, 1976, memorandum, we would not expect this unit to load fuel in 1976 if the present rate of system turnover for operation by the licensee and the associated rate of system testing does not increase. Based on a recent review of the licensee's schedule and test completion rate, we estimate the earliest possible fuel load date to be February 1, 1977.
Construction Status The Construction Branch indicates that construction of the facility is essentially complete. The major outstanding issues related to construction of this facility include:
1.
Electrical Construction Quality Assessment - The licensee's reinspection and corrective action is approximately 70% complete (overall) with regard to cable routing, cable separation, electrical conduit supports and adverse environment considerations. Reinspection of this area is tentatively scheduled for the week of September 20, 1976.
2.
Instrumentation Quality Assessment - A substantial fraction of the work regarding installation of mechanical barriers, im7ulse line protection and instrument tubing protection remains to be done.
3.
The primary system hydrostatic test is to start on about September 1, 1976.

'No fuel has yet been received onsite (presently scheduled.
begin September'9,-1976). The area of physical protection was in:7ected on August 4-6, 1976. Review of licensee's actions toward compliance with their Industrial Security Plan disclosed that none of the areas inspected were found to be fully implemented. However, the Safeguards Branch indicates that there are no unresolved items identified at the present tLae that would pose a possible delay to fuel loading at the unit as a result of their inspection activities.
1 Operations Quality Assurance Preparedness This functional ~ area was inspected during April 26-29, 1976. As noted in our May 7 memorandum, a substantial number of major programmatic and implementation problems were identified which will require substantial 3
reinspection activity. Continuing evaluation and reinspection of the licensee's program development and implementation progress in these-problem areas confirm our previous conclusion that it is improbable that the licensee will be able to fully Laplcment their QA program for station operation by 90 days prior to fuel loading. However, with our estimate of a later fuel load date, the degree of implementation, while not complete, should be a substantial fraction of the program.

The major unresolved matters at this point, relative to station operation, include:

Program for Station Operation.
An ACRS subcommittee site visit was conducted on May 18, 1976, to review the status of the plant. We understand the ACRS subcommittee and full committee meetings ~ have been deferred to early fall. We do not have specific dates at this point. The current status of the facility with regard to preoperational testing and quality assurance program development
. makes it impractical to provide you with other than a general status report as above. As the pace of the preoperational testing accelerates, we_will
-continue to_ update this report in greater detail to keep you fully informed of_the licensee's progress. When the milestone for the implementation of IE inspection procedure 94300B is reached, we will terminate these reports l
and provide status information on the facility to Headquarters in accordance with that procedure. Based on our present assessment, we expect that date to be November 1,1976.

Construction proof testing of the containment is to start on or about September 10, 1976.

Quality assessment of safety related snubbers and hangers (piping and components) remain to be accomplished.
Preoperational Testing As of the end of July 1976, there are approximately 168 preoperational tests identified for completion prior to loading fuel. Approximately 85%
of the associated test procedures are approved with all others in some stage of development. Of these 168 identified tests:
1.
Ten tests are completed and approved.
2.
Sixteen additional tests are completed and in some stage of review.
3.
Thirty-three tests are partially completed.
Procedure Development We estimate the status of approved procedures as follows:
Operation
- 90%
Emergency
- 100%
Maintenance 90%
Surveillance 35%
Administrative - 85%
The licensee is aware that procedure development is to be completed by 90 days prior to fuel loading.
Radiological and Emergency Preparedness The Fuel Facility and Materials Safety Branch indicates that there are no unresolved items identified at the present time that would pose a possible delay to fuel loading at the unit as a result of their inspection activities.
Training All formal training committed to in the FSAR is essentially ;omplete.
Training activities are currently directed toward preparation for written license examinations which are currently scheduled for late August 1976.
We understand the oral portion of these exams will be conducted af ter Hot Functional Testing is completed.
