In the State of Ohio, I have found that Public Utilitics govern the State, s s 4 There isntt any authority in the State of Ohio qq3 that can stop a Public Utility fron doing practically. anything it wants to do, including running transmission-j lines and railroads ning nally across peoples farms, ~ It appears that the only agency that may have any control over Davis Besse, is the Atomic Energy Commission. There is much concern in the arca where the plant is being builb, as to how safe it will really be in this area. Not only as'to how much radiation will escape, or how much pollution will be added to Lake Eric, but even as to hou 10 4 million gallons of vapor per day from j the proposed cooling touer will' affect the farming com,, munity for several miles around. r In our dealings with Toledo Edison we know they don't have any respect for peoples property, or for i people themselves. If they did they would certainly try i L to reach an agreeable plan with the landowners in their ~; 1

_ Now I sco by the newspapers that the A.E.C. is con-sidering' granting them an exemption so they can start j construction before they get their licenso. It states { if'there is:an~immediate need for power an exemption j l can be; granted., .How can an-immediate need be shoun when Toledo Edison had a 20 per cent surplus of electricity on their peak day,. and is selling elec tricity to o,ther utilitics? l; y N I urge you to contact the A.E.C.. dud at least have
