I na pleased to respond to your note of August 27, 1970, enclosing a lotter from Mrs. Donenic J. La"onica concerning the propesca navis-Ecsse Kucicar Tower Station.
Under the National Invironmental Policy Act of 1969, each rederal sge:cy is required to consult with appropriate Fedcral, State, and local agencies concerning najor Federal actions significantly affect-iry: the quality of the human environment and to prepara a detailed statement concerning, at.ong other things, the envirornental impact of the propoced action. I an enclosing a copy of the environmental report prepared by the Toledo TAison Company for the Davis-Lease plant. A copy of the report was sent to Governor Rhodes and to the Council on Envirorr ental Quality on August 18, 1970, and it has boca cade available to appropriate Federal, State, and local agencies for coment.
With respect to raising the temperature of lake Erie, the Toledo Edison Company announced on July 31, 1970, that the plant would employ-a closed cycle cooling tover systcss, and as indicated on pagos 6 and 7 of the report, the company expects only a lir:1ted discharge of water containing vasta heat from the plant.
