Morris, Director Division of Reactor Licensing COMNENTS ON TECHNICAL REVIEW OF DAVIS-BESSE The Chair:sn of the Davis-Besse Subcomittee has examined the DRL pre-liminary report of October 22, 1969, and has the following comments on the project technical review. He agrees that special attention should be paid to the location near the restricted areas, to the effect of eliminating the core vent valves, and to the increase in initial core power over BW plants previously reviewed. Additionally, careful re-view of the following subjects is recommended:

1.

Those applicable items discussed in the ACRS report on Three Mile Island 2, July 17, 1969.

2.

Hydrology - On pages 2-8 and 2-9 of the PSAR, the effects of once-in-100-year variations of lake level are discussed.

The selection of this probability and the effects of lower probability level changes will be of interest.

3.

Several BW topical reports are referenced in the PSAR.

Progress on the review of these reports is becoming more important.

4.

Connecting circuitry between the power range nuclear channels and the integrated control system appears differ-ent froa other BW designs, including that of Three Mile Island 2.

5.

Toledo Edison'? qualifications to safely operate this type and design reactor.
