FACKGRCUND On December 12, 1972, Toledo Fdison Company tendered the Davis-Pesse Nuclear Power Station operating license application for a preliminary i
review. On January 18, 1973, we transeitted to Toledo Edison Company the results of our preliminary review, namely, that the application was not sufficiently complete for us to initiate our detailed review. This conclusion was based on deficiencies in the Final Safety Analysis Pecort.
e A list of FSAR deficiencies and coments accompanied cur letter; the letter stated that further infor:-atien with respect to the major deficiencies would be required prior to application acceptance.
DISCUSSION AND COMCLUSION On February 23, 1973 Toledo Edison Company forwarded their responses to the major FSAR deficiencies. These responses addressed the areas of radiological dose mitigation and hydrologic engineering which constituted the principal inadequacies in the original FSAR. In accordance with "A Cuide for the Preliminary Review of Facility License Applications" the l
