Skovholt, Assistant Director for OR's, L QA FOR OPERATIONS In December 1972, letters were sent to selected licensees, listing deficiencies in their Quality Assurance Program as it applies to operation, maintenance, repair, refueling, and modification. The licensees were asked to reassess their progra:a in light of the deficiencies noted, and Safety Guide flo. 33, and resubmit a descrip-tion responsive to the guide.

Responses have been received from the licensees for the following facilities:

Dresden Oyster Creek Yankee Ginna Humboldt Bay Lacrosse Big Rock Point San Onofre Connecticut Yankee Monticello Indian Point The facilities listed in my meuorandura to you dated November 16, 1972, which are not included above are given below with the reason for their omission:

Quad Cities - Not on original list of March 1971, but included by the Project Manager in cc:=unicaticas witn the licensee regarding the Dresden Station.

Fermi - No further action necessary due to anticipated shutdown of facility, per Project Manager on S/18/72.

Peach Bottom 1 - No furtner action necessary due to anticipated shutdown of facility, per the ORS Technical Coordinator on 12/5/72.

fline Mile Point - The Quality Assurance Branch accepted the lead review responsibility for this facility in Deccmoer 1972.

D. J. Skovholt JUL 3 01973 Two facilities were added to the review by the ORB Technical Coordinator and their names and status are as follows:

Millstone - The Quality Assurance Branch accepted the lead review responsibility for this facility in December 1972.

Monticello - Operational Safety Branch will complete this review.

Our reviews of the QA for Operations programs of the above facilities have been substantially completed.

Except for the two facilities named below, the QA review responsibility for tua facilities listed has now been fomarded to tne Quality Assurance Sranen for final review to assure consistency.

(Some duplication of affort nas existed between our branen and the Quality Assurance Branch, especially where a utility has submitted an application for a license to operate another reactor, and has addressed the QA Program for Operations in Section 17.2 of the FSAR.)

Two facilities will re:" sin with the Operational Safety Branch: Lacrosse and Monticello. The response frca Dairyland Power Cooperative concerning the Lacrosse facility is acceptable. A memo will be sent to you shortly.

Additional information has been requested regarding Monticello as stated in our memorandum to you dated July 3,1973.
