TECHNICAL MEETING WII*I THE TOLEDO EDISON CCMP 'Y REGARDING THE DAVIS-BESSE NUCLEAR PCWER STATICN, DOCKET NO. 5 3L6 A meeting was held with The Toledo Edison Company on June 25, 1970.
The purpose of the meeting was to review the applicant's draft of the site exploration, verification, and remedial program covering possible solution cavities and fissures which might cecur in the site bedrock.
A list of attendees is enclosed.
Proposed Procram The applicant's site geology consultant, D. Moorehouse of Woodward and Clyde Associates, reviewed the draft of the program covering the concerns of the staff and our consultant, Mr. Waldron, regarMng the exploration, verification, and remedial treatment of solution cavities and fissures in the Davisl3 esse site bedrock. The program proposed was submitted in Amendment 7 to the PSAR on July 1, 1970.
The proposed program consists of the following:
Part A: Exoloration 1.
Forty-nine adcitional borings vill be =ade to the depth of the kTC-foot elevation.
2.
A geophysical survey vill be nade using geophones and shot points covering the site bedrock at 5 feet below foundation grade, at the 520-foot elevation, and at the 490-foot elevation.
3 A gravity survey will be made on a 15-foot grid covering the station area. These measurements should reveal any cavities or fissures in the upper 15 feet of bedrock.
4 A resistivity survey vill be made on a 20-foot grid covering the station area. These measurements should reveal any cavities or fissures in 15 feet to 40 feet bedrock depth.

Ecger S. Ecyd July 20, 1970 The applicant's consultant indicated that,using the above three survey methods,any significant cavities or fissures in the station area bedrock should be discovered. It 9as -also indicated that all excavation and borings made to the present time have not revealed any solution cavity or fissures in the station area bedrock.
Part B: Verification Pregram The applicant's verification program covers the manner in which any solution cavities or fissures revealed in Part A above vill be resolved.
The verification program is intended to cover all possible bedrock conditions and provides the necessary remedial treatment for these ecndi-tiens.
We and our consultant indicated that the proposed program covered the areas of their concern regarding the site bedrock.
At the cenclusion of the meeting, ve reviewed with the applicant the outstanding =atters which east be resolved prior to either going to ACRS l
review or processing of the applicant's exemption request. The catters which east be resolved are:
1.
Flced Protection Level The applicant indicated the analysis of the storm surge which was requested in Dr. Morris ' letter of June 3,1970, has not been ecmpleted. However, the applicant indicated some preliminary analyses indicated the stcra surge would be between 12 and 17 feet. This did not include any wave effect. The above storm surge vculd require TEC to increase the present f1 cod -
protection level of 585 feet MSL by 3 to 8 feet.
4 We urged TEC to submit the results of the storm surge analysis as soon as pcssible to permit an early resolutien of.the site flood protection requirement. TEC indicated the report should be submitted by the first week in July.
2.
Seismic Design The IRS seisnie-consultant (Blume) requested come clarification of informaticn provided in Amendment 6.
These matters were:
a.
Additional description of medel and leads used to detemine seismic effect of the Class II turbine building and heater bay on the Class I auxiliary building.

Increase the frequency from 20 cps to 30 eps on page I4-7-3 c.
Provide additional description of piping analysis given in IQ-T to indicate how vertical piping vill be analyzed.

Provide additional.information to support the use of the fixed-base model rather than a coupled model for the seismic analyses.
e.
Change the verding on page 8-9 from " continuous rating" to read "8000-hour rating."
