Dear Mr. Stello:
This letter is in response to your letter of January 20, 1978 concerning the asymetric loss-of-coolant loads issue.
It is with extreme disappointment that we have reviewed your letter of January 20, 1978. We have and continue to feel that the probability approach to this issue, as presented by the Science Applications, Inc.
(SAI) topical report (sal-050-77-PA) for the B&W units and endorsed by us by letter of October 31, 1977 for Davis-Besse Unit 1, provides a satis-factory resolution. We feel that the approach required by your letter imposes an unwarranted effort of time, manpower and cost on ene industry.
In addition, we feel that your goal of completing the assessments you are requiring, together with installation of plant modifications, if any, within two years is totally unrealistic.
Our letter of August 25, 1976 on this subject outlined a schedule of 2h years as a realistic schedule for submittal of an analysis for the reactor vessel support system only. Your letter of January 20, 1978 has increased the scope of analysis considerably. We recognize that the continuing efforts since 1976 by the industry could shorten this schedule somewhat, but it still remains a formidable and costly task. A preliminary cost estimate for the analyses required to satisfy your request, as we now understand it, is estimated to be $1 million for the Davis-Besse Unit 1.
Since receiving your January 20, 1978 letter on February 6, 1978, we have met with other members of the B&W owners group in order to assess the impact of your request and develop a work scope to meet the requirements.
As a result of this meeting and in view of the magnitude of this requirement, 5!\\

Page 2 March 7, 1978 Serial No. 418 we feel that a B&W owners group meeting with the NRC staff is necessary to further clarify your requirements before proceeding with a detailed work scope and schedule.
In this regard, we suggest such a meeting for mid-March and Lou Lanese of CPU Service Corporation, who is serving as chairman of the B&W owners group, will be contacting you on the details.
We are proceeding on the basis of complying with the requirements of your January 20, 1978 letter, but we would hope that every effort will be made to minimize the amount of resources required to achieve satisfactory resolution of this issue.
