Dear Mr. Grier:
Your letter of July 27, 1972, requested our comments concerning the en-closure to your letter outlining two areas of activities at the Davis-Besse Nuclear Power Station that appeared to be in noncompliance with AEC regulations: These activities were observed during the site inspec-tion conducted by your Messrs. Erb, Hayes, and Vandel on July 11-13, 1972.

Field Inspection Manual is being prepared to supplement and amplify the existing field procedures, particularly in the area of receipt of owner purchased items and their inspection, storage, and release to field con-tractors for subsequent installation.
Implementation of this Field Inspec-tion Manual vill strengthen the effectiveness of the quality assurance program in this area.
The shipment damage to a primary coolant pump casing observed by your staff on July 11-13, 1972, had not been considered to be of a significance to be reportable under 10 CFR Part 50.55(e), however, your staff was of the opinion that it was reportable. Accordingly, a report was submitted to the Director of Regulatory Operations on July 26, 1972. A similar shipment damage incident had occurred on May 28, 1972, involving the equipment hatch for the containment building, and in view of the request to report the occurrence of the pump casing damage, this was reported on August 4,1972.
If a future incident of this nature should occur, where there is a question in our mind concerning the reportability, we vill contact your staff for clarification.
