Reference (a) transmitted the Commonwealth Edison Company's response i to NRC Bulletin 87-02. Subsequent to NRC Bulletin 87-02, Reference (b) was .

. issued which provided a sumary of information on the results of f astener testing conducted in late 1987 and early 1988. This Temporary Instruction i (TI) additionally required that NRC inspectors conduct inspections on certain paragraphs of the TI at specific plants. l i

The following provides information for Commonwealth Edison's Bjron .

and Quad Cities Stations that was identified by TI 2500/27 as information that l 1s outstanding and that would require NRC inspectors to obtain, t BYR0fl [

Byron Station is listed in Paragraph 2500/27-04 of Reference (b) as having tested 19 safety related (SR) and 21 non-safety related (NSR)  :

fasteners. The NRC requirement is a minimum of 20 SR and a total of 40.

Enclosure 2 of Reference (a) provided testing data on 21 SP. (identified as BY-A through BY-V2) and 20 NSR (identified as BY-1 through BY-20). The Data '

Summary sheets from Reference (a) are attached showing that the testing requirement has been met. .

Quad Cities Sample QN-4 Bolt, a NSR fastener was reported in Reference (a) to contain 0.11 percent carbon versus the specification of 0.37 to 0.49.

Subsequent to the submittal of Reference (a), a re-check of the carbon content ,

was made which resulted in an analysis of 0.43 percent carbon. A copy of the laboratory report is provided for information. The corrected carbon content is provided so that Quad Cities may be removed from the list of plants requiring inspection.

Carbon Re-check Analysis of Bolt QN-4F from Quad l

Cities Station l

TEST RESULTS:

Carbon Analysis:

A group of nuts and bolts were submitted to our laboratory for various metallurgical tests as required by NRC Compliance l Bulletin No. 8702. We were requested to re-check the carbon content on a bolt identified as QN-4F. It was determined that the original analysis was performed on drillings obtained from the head. A retest was performed on these ' drillings and another group of drillings was obtained from the threaded area. Two (2) analyses were performed on drillings from the thread.

The results of this testing is shown below.
