ACCEPTANCE OF REVISION 23 TO ADVANCED NUCLEAR FUELS CORPORATION (ANF) QA TOPICAL REPORT We have reviewed proposed Revision 23 to the topical report NAF.1A, " Quality Assurance Program for Nuclear Fuels," submitted with your letter of September 21, 1989.

We discussed the proposed revision with Mr. Dan Perry of your staff l

by telephone on October 26, 1989, and several minor clarifications were agreed upon.

Accordingly, we find that the QA program is acceptable in that it continues to meet the requirements of 10 CFR 50, Appendix B.

Please include a copy of this letter in your plan and provide the plan to the j

NRC in accordance with 10 CFR 50.4(b)(7)(ii).

That is, submit one signed l
