l The improvements are listed below, identified by Technical Specification Sub-2 section number. Upon receipt of your revised submittal based on these needed i
improvements, the staff will resume review of T.S. 267.
L 6.2.3 Independent Safety Engineering Group (ISEG) l l
6.2.3.2 Composition There is an opportunity here to align the text with the standard Tech. Specs by adding the generic functions from the standard Tech. Specs. Also, the number of engineers assigned to ISEG should agree with TVA's commitment in Volume 3 of the TVA Nuclear Performance Plan.
6.3 Facility Staff Qualifications I

TVA has committed to position descriptions and, the position description for l
i Operations Superintendent requires compliance with ANSI 18.1 1971 as well as requiring the Omrations Superintender.t hold on SR0 license at the time of l
appointment. Tais section should be brought into alignment with these documents.
6.5.1 Plant Operations Review Connittee (PORC) 6.5.1.2 Composition This section should be worded to reflect the specifics of ANSI Standard N18.1-1971. Sections 4.2, 4.4 and 4.6.

6.5.1.3 Alternates This section should be worded to reflect the specifics of ANSI Standard N18.1-l l
1971. Alternates for members, when both are attending the same meeting, should not be counted for Quorum nor be allowed to vote.

6.5.1.5 Quorum This section should be worded to reflect the standard Tech. Specs. more closely.

6.5.1.9 Technical Review and Control This section addresses the person (by job title) who performs the review of tests and experiments.
Paragraph (a) should state that procedures shall be approved by the appropriate responsible manager reporting to the Plant Manager.
Also, the reviewers should be qualified with respect to ANSI Standard 18.1.
l 6.5.2.5 Meeting Frequency Due to Browns Ferry's is extended inoperative period, this section should require the same meeting frequency in the first year af ter startup as that required in the initial year of unit operation.
6.5.2.6 Quorum This paragraph should be made to parallel Section 6.5.2.2.
6.5.2.7 Review This lead-in paragraph would be more correct if the tems " oversight" and
" sampling" were removed and if the term " qualified reviewers" were also deleted.
