by John Del Core.

and make your statement, please?
8 MR. DEL CORE:
Yes.
My name is John Del Core.
I 9
am an ex general foreman at Millstone 1, 2 and 3.
I reside 10 at 244 St. Johns. Street, New Haven, Connecticut 06511.
11 I would like to add to the record, okay, on behalf 12 of all of us here today that I was an electrical general 13 foreman for W.J. Barney company who was a subcontractor at 14 Millstone 1, 2,
and 3.
At certain times during my 15 employment, especially the last six months of my employment, 16 I had raised certain safety concerns to my supervisor and 17 also to a Northeast Utility supervisor which was Bob Iella, 18 who is in charge of station services on the site.
19 At the last month of my employment, certain l-20 procedures were not being followed and I brought these l.
L 21 procedures to Bob Iella's attention, to my supervisor's l
L 22 attention and to the project manager's attention, who was 23 Jack Provincial.

24 At this time, we had various meetings to talk 25 about the procedures that were not being followed.

1-August, sometime in August a meeting was held, the last i
2 meeting at which I attended and all the people I had just 3
mentioned were present.
And we agreed that procedures must 4-be followed to keep up the safety and to keep up Northeast 5
Utility's standard of workmanship.
6 In September, a job was taken away from me and l
7 given to Northeast Utility employees.
At that time, I was t^
8-told the job was taken away because I was incompetent and I 9
had taken too long to perform the job.
10 A meeting was held with Jergen Nebulon who was my 11 supervisor who worked for W.J. Barney Company and Robert 12 Iella who was station services superintendent.
At that 13 time, I was terminated for incompetency.
I had discussed in 14 that meeting I was following Northeast Utility's procedures.
15 At that time, in front of Robert Iella, Jergen Nebulon 16 stated he did not come under any Northeast Utility's rules l
17 or NRC rules.
18 I then confronted him with that and Robert Iella 19
- got up in defense of Mr. Nebulon and said, "Whatever 20 Mr. Nebulon says, I must do."
21 At that time, I left.
I had put a call into the l
22 NRC when I had gotten home roughly about 4:00 and I had 23 talked to Mr. Robolowski who was the senior resident l
l 24 inspector.

He said he would get back to i ~

me and on October 16th, I received a letter from the NRC 3
stating they were looking into it and that my concerns were' 4
that~ tagging procedures were not being followed and that if i
5' they weren't being followed in a non-nuclear capacity, they 6
would carry over into the nuclear capacity.
7 Okay.
The rest is history based on Don Del Core's 8
previous testimony.
There are numerous problems at the i
9 Millstone 2 site with the company's laxity of procedures and 10 I feel that if this was allowed to continue then we would be l
11 getting into very major problems, which I think we are at I
12 that point now.
13 I feel to state on the record that'if this problem 14 could have been stopped or could have been rectified back in j
15 1987, we would not be here in June of 1989.
All our main 1
16-concern is, all four of us, was safety first.
And that is l
i 17 justified by memos put out by Northeast Utility and l
18 regulations put out from the NRC.
19 And it seems in the past each time we brought a 20 allegation to the company, myself and the other three l
21 individuals, and have brought it to the NRC, it's been l'
22 non-founded or non-safety related or insignificant. And I 23 think anything on the nuclear industry is significant, 24 whether it be in the nuclear area or out of the nuclear 25 area.

f 14 capacity in not following procedures, then how do men go 2
into a nuclear area and follow those procedures stringently.
3 We have various facts and documented proof of 4
procedures not being followed.
We have superintendents 5
stating:
"Although procedures were not followed, work was i
6 done safely."
7 I think the conduct of a superintendent such as 8
Stephen Skace of Millstone 1, 2,
and 3 to put such a memo 9
out to the men is directly in disregard for the spirit of 10 the law and of the procedure and of the whole site.
And to 11 tell you the truth of the whole industry.
There is no such 12 thing as working safely and not following procedures.
l 13 I think the NRC should take a stand and must take l
a stand to make sure and to enforce their rules and to stop 14 15 letting the company condition the regulations to fit their 16 situations.
17 This is a very dangerous industry and it seems in 18 all aspects of it the people who regulate it are becoming 19 complacent with this industry.
And it seems the simple 20 things get us all the time.
Three Mile Island was a very 21 simple procedure that was not followed and it turned into a l
22 major problem.
23 Here we have four people coming out of a site 24 complaining of problems and still being looked at as if we l
25 are non-credible in what we bring.

2 These problems started way back in '87 and maybe even s
3 further than that and they have become mountainous.

I feel talking to the resident inspector as of 5
yesterday, June 12th, and him telling me on the phone that 6
there is no mountain, there is no problem is' another result 7
of the NRC's not looking into it and not really adhering to 8
the major problem that is at hand.
And whatever is said 9
here today is of very much importance.
And whatever we have 10' to say is true.
We come in truth.
We don't. lie.
All of us i
[
11 are good men.
We are competent men.
And I think our 12 actions prove that.
l 13 It has been a two-year trek to where we are today 14 and I just hope the NRC will take a different stand on what 15 we are trying to do.
We are not only trying to save, to 16 help the industry, we are just trying to better it.
We are 17 trying to protect our children and their children for a 18 better future.
19 And, gentlemen, if you think that something simple 20 cannot create a disaster, well, look back in history.
Look 21 at the Challenger in perspective of the 0-ring in 22 perspective to the whole ship.
It was a simple thing.
And 23 look what it created.
24 I feel that things have to change and we have to 25 look at this industry in a more serious manner.

to. fight this industry is disgusting.

In closing, I would just like to say again to j
7 emphasize that we are -- this is a very dangerous industry.
8 And safety has to go hand-in-hand with the power that is 9
produced from those plants, not only Millstone, from all the 10 plants throughout the United States.
