Dear Mr. Russell:

Recently, Maine Emergency M=na-ement Agency (MEMA) was notiSed that a,

l Federal Emergency Management Agency (FEMA) Region One personnel had 1

O on an October 2Snl memorandum received from the Director, FEMA, Region 1 (copy enclosed), you will note that an observed exercise for " score" will not be i

l.

Assisted in planning for the installation of twenty (20) additional fixed j-sirens to improve our Public Emergency Alerting System, h

In view of the activities cited above (both equipment and contingency planning

'j functions), the State of Maine considers that the radiological health and safety K

of those citirons residing in the Primary Emergency Planning Zone (EPZ) is 9-and can be adequately protected.

@P '.

We believe the lack of federal obserm a makes it impossible to successfully if conduct and evaluate a full scale exercise as originally planned, and we in!

therefore support Maine Yankee's request for an exemption of their requirement y

for this year. This agency will continue to plan for and conduct an off site exercise with Maine Yankee on Wednesday,15 November 1989.

j'.

Sincerely, N

,g v,
