VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 1 PROPOSED TECHNICAL SPECIFICATION CHANGE

. Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment in the form of a change to the Technical Specifications of Operating Licensing Number NFP-4 for North Anna Unit 1.

' The proposed change to the Technical Specifications would involve the addition of a '

footnote to 3/4.7.10 (see attachment 1) which would allow Virginia Electric and Power Company to conduct a visual inspection of inaccessible snubbers at the next scheduled refueling outage instead of requiring the Unit to shutdown to perform this inspection in February 1990. The next scheduled refueling outage for North Anna Unit 1 is in March 1991. A discussion and evaluation of the proposed surveillance Interval extension is included in attachment 2.

t We believe that the information provided in attachment 2 provides sufficient technical justification to support the described surveillance interval extension. This would eliminate the need for a mid cycle shutdown, during the winter peak electrical demand, solely for the purpose of performing visual inspections on inaccessible snubbers.

i L The request has been reviewed by the Station Nuclear Safety and Operating l Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant safety hazards consideration as defined in 10 CFR 50.92. A 10 CFR 50.92 evaluation is provided as Attachment 3.
