Gentlemen:

In the Matter of .

) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN)'- RESPONSE TO NRC BULLETIN NO. 88-10, SUPPLEMENT 1: NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS (MCCB) i

Reference:

M. J. Ray's letter to NRC dated June 23,1989, "TVA's Response to Bulletin 88-10: Nonconforming Molded-Case Circuit Breakers" ,

The subject supplement to the bulletin requested TVA to review written reports I submitted to NRC (reference) in accordance with Bulletin No. 88-10 and verify that they meet the bulletin provisions as clartfled by Supplement 1. Initial review of Bulletin 88-10 was in accordance with the seven NRC positions specified in Supplement 1. ,

Before receiving Bulletin 88-10, Supplement 1,.TVA identified and informed NRC that the list of MCCBs provided in Enclosure 2 of BFN's response (reference) to Bulletin 88-10 was potentially incomplete. TVA had overlooked identifying and verifying traceability of MCCBs used in the following applications:

l- '

1 - Breakers on Class IE boards which feed non-safety loads Breakers used as penetration protection devices l TVA has recently determined that the review effort in these areas will take longer to complete than originally anticipated. Therefore, TVA will provide

-the results of our review, including verification that the response meets the H provisions of Bulletin 88-10 as clarified by Supplement 1, by December 15, 1989. Records will be maintained for a period of five years.
