NOTICE OF VIOLATION i

Nebraska Public Power District Docket No. 50-298 Cooper Nuclear Station License No. DPR-46 EA 88-285 As a result of an NRC investigation conducted by the NRC's Office of Investigations and documented in Report of Investigation 4-85-016 dated August 8, 1986, a violation of NRC requirements was identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions "

10CFRPart2,AppendixC(1989),theviolationislistedbelow:

10 CFR 73.71(c) (1985) required, in part, that any event which significantly lessened the effectiveness of the physical security system be reported to the NRC by telephone within one hour of the discovery of the event. A written report was required within 5 days.

Contrary to the above the licensee failed to report three separate events that each significantly lessened the effectiveness of the plant's physical security system. The first incident, in January 1985, involved an inade-quate detection system and physical barrier on the protected area perimeter.

The second incident occurred on June 3, 1985, and involved a vital area door which was found open and without a security officer being posted to provide compensatory measures. The third incident occurred on July 19, 1985, and involved the failure of the licensee to post a security officer at a degraded vital area physical barrier and detection system as a compensatory measure.

This is a Severity Level III violation.
