This action was taken following the unsatisfactory performance of Lasalle l

Electrical Surveillance LES-Fp-06, " Channel Functional Test of Dry pipe

[

sprinkler. system Ionization Detectors." During the performance of this surveillance, it was observed that the local detection panel would not reset 7 j' i

properly.

b The detection and suppression systems for the Hot Lab area have been l

inoperable for greater than fourteen (14) days and therefore have exceeded the 14-day period allowed by Technical specifications 3.3.7.9 and 3.7.5.2 prior to

p To' assure that the level of fire protection does not decrease during the

l-course of.this event, Lasalle has met the requirements of Action Statement "a"

k of Technical Specification 3.7.5.2 by establishing a continuous fire watch and i,

providing backup suppression equipment for the affected zone. Station 3

i troubleshooting measures and vendor recommendations have been unsuccessful in identifying:the root cause. Additional assistance from the vendor is being l

.obtained'to identify the root cause. The root cause of this inoperability and repair:is expected to be completed by December 1,- 1989. A supplement-to this 4

letter will be provided when the cause has been determined.
