Subject:
Inoperability of Containment Post LOCA Area Monitor Gentlemen Seat rook Station Technical Specification 3.3.3.1, ' Radiation Monitoring for Plant Operations,' req' tires that the radiation monitoring instrumentation channels for plant operations shown in Table 3.3-6 be OPERABLE with their Alarm / Trip Setpoints within the specified limits. Table 3.3-6, Item 1.A requires that two channels of the Containment Post LOCA Area Monitor be OPERABLE in all modes.- Contrary to this requirement, monitor 1-RM-6576B he,s been inoperable for a period exceeding seven days.
This radiation monitor was daenergiaed on October 2, 1989, to allow the implementation of a design change for its power source. The /,,lant has remained in MODE 5 Cold Shutdown, for the duration of this equipment outage.
The t
monitor will be roturned to service upon completion of this modification, currently scheduled for October 24, 1989.
