f Meeting with the Federal Aviation Administration (FAA) Officials to Discuss their License Amendment Request for using the Thermal Neutron Activation Explosive Detection 5.ystem (ED5) at the goncourse Level of Airports in the U.S.
FAA has submitted an amendment request to their current NRC license to use thermal neutron activation (TNA) devices at concourse (lobby level) installations at airports throughout the U.S.
Representatives from the Office of Nuclear Material Safety and Safeguards will meet with officials from both the FAA and Science Applications International Corporation (SAIC) to identify and outline additional information needs for the completion of the environmental assessment for concourse use of the EDS device. NMSS will continue to work closely with both FAA and its contractor in a combined effort to deter and inhibit terrorist activities at airports. Upon receipt of the requested information, it is estimated that the environraental assessment will be complete by February 1, 1990.

disagreed with the licensee on some of tb factors used to detemine the coping i
duration. However, the Alternate AC (ACC) source (exirting EDGs) will be avail-able in 10 minutes for each plant and is capable of pow ring all the needed l
shutdown equipment for an extended period of time such that the coping duration l
1s not a primary concern.
Both plants are using a single tie between units to facilitate use of the AAC source. This tie is subject to a single failure and j
k was rejected by the NRC staff as not meeting the NUMARC 87-00 single failure
}
criteria at the non-blacked out unit. The licensee desires to come and appeal this before NRC higher management. The subject of single failure es it is applied to the non-blacked out unit will be addressed in a meeting with NtMARC l
on 10/30/89.
c Pressurizer Safety Valve Setpoint Problem i
WestPghouse has identified a >roblem with regard to the pressurizer safety valve LPSV) lift setpo'nts. Tie problem is generic to plants having loop seals l
upstream of the PSYs due to the fact that the safety valve lift pressure set-point varies for the steam and water environment. Testing of several Crosby n
PSVs by Westinghouse showed that the lift pressure dropped between 4% and 85 t
when steam inlet conditions are used rather than water conditions representative i
of a loop seal configuration. Since the Technical Specifications (TS) require c
that all PSVs be operable with a lift pressure setting of within 15 of a certain pressure, the method used to establish PSV lift pressure may retult in non-compliance with the TS. There are also various :afety concerns, depending on

whether the. actual PSV lift pressure is too high or too low, such as plant J
overpressure protection or a possible unisolatable LOCA as a result of r.ha11enges to the safety valves.
There are more than 30 domestic plants (all Westinghouse plants except Fort
^
Calhoun)havingloopsealsupstreamofthePSVs. All PSV settings were not i
established in the sanne way. Experiences at V. C. Summer Diablo Canyon and I
Surry indicated that the PSV pressure setpoints were established under various conditions from steam to water environments. As a re%1t, the actual PSV lift i
pressure could be either too high or too low depending on the method of PSV setting and actual fluid conditions upstream of the PSV.
In order to evaluate the sofety implications of various methods of establishing the PSV lift pressure setpoints ard to derive a solution to both the safety concerns and legal aspect re prding TS conformtnce, the staff activated the Westinghouse Owners Group's Regulatory Review Group (WOGRRG) on October 20, 1989. A meeting is scheduled for 1:00 p.m. on Friday, October 27, 1989 in l

In addition, since the fort Calhoun plant is equipped with loop seals upstream of the PSVs, the stcff has informed the project manager and a licensee (Omaha Public Power District) representative on October 20,1969 of the PSV issue and upcoming meeting with the WOG RRG.

The staff was formed as the result of a National Security Decision Directive and is responsible for helping government agencies develop Operations l

OPSEC is a systematic and analytic process by which the U.S. Government and its supporting contractors can deny to potential adversaries infomation about capabilities and intentions by identifying, controlling and protecting evidence of the planning and execution of sensitive activities and operations.

Transportation Meeting on Babcock & Wilcox BR-100 shipping Cask l
On October 24, 1989, the Transportation Branch staff met with Babcock & Wilcox p
(B&W) and the Department of Energy (DOE) to discuss the preliminary design of the BR-100 Shipping cask. The Blt-100 is being designed under contract to DOE i
as a 100 ton rail / barge cask for shipments of spent fuel under the Nuclear Waste Policy Act. The cask has a capacity of 21 pressurized water reactor or l
52 boiling water reactor assemblies.
Issues discussed included design and performance of fuel baskets and impact limiters, the use of ceramic metallic and credit for fuel burnup. B&W plans to i
plates for criticality control conduct quarter-scale tests whIch include the modeling of the fuel basket and impact limiters. B&W will inform the NRC about tests )lans in a subsequent meeting. An application for NRC certification of the SR-100 cask is expected in mid-1991.

LOW-LEVEL WASTE MANAGEMENT Standard Review Plan for Rulemaking on Radioactive Waste Streams Below ReQulatory concern The Regulations Branch, Division of Low-Level Waste Management and Decommissioning has sent NURE6-1351, " Standard Review Plan for Rulemaking on Radioactive Waste Streams Below Regulatory Concern," a draft report for comment, for publication.
The review plan is designed to ensure the quality and uniformity of staff reviews and to present a well defined basis for the staff's evaluation of below regulatory concern rulemaking petitions. The plan serves to improve the understanding of F
the staff's review by interested members of the public and the industry. The report should be available by November 6, 1989.
HIGH-LEVEL WASTE MANAGEMENT Upcoming Staff Observation of DOE West Valley Demonstration Pro.iect Staff from the Division of High-level Waste Menagement, the Center for Nuclear Waste Regulatory Analyses, and the Division of Industrial and Medical Nuclear Safety hav6 been invited by the U.S. Department of.nergy's (DOE's) Office of Civilian Radioactive Waste Management to visit the West Valley Demonstration Project (WVDP) in Hamburg, New York, from October 31 through Novesber 2,1989.
The purpose of this visit is to see a demonstration of the WVDP prototype high-level radioactive waste solidification facility. Following this demonstration the WVDP facility will be temporarily closed while it is preparedforfull-scaleoperations,currentlyscheduledtocommencesometime in the fall of 1993. This demonstration is the last opportunity to view the glass production process before the new melter is operable in late 1992.

Office of Nuclear Regulatory Research items of Interest Week Ending October 27, 1989 Containment Performance and Protection from Radiation On-Site Crew Trainine for the TMI-VIP Lower Head Sancline Program On-site crew training for the TMI-VIP lower head sampling program began last week af ter GPU completed a series of mockup baffle plate removal tests. A GPU contract crew successfully inserted expanding mandrel plugs into mock-up
" center" and " hillside" lower head instrument penetration tubes. This week and next week the GPU contract crews will use the special cutting heads designed for actual specimen removal from TMI-2 to cut wedges from the mock-up slabs.
Cleanup of residual fuel in the reactor vessel must be completed by GPU before the TMI-VIP sampling can begin. Cleanup of previously molten core-materials from behind the baffle plates on the north, west, and south faces of the core barrel progressed very well, but present fuel cleanup work on the southeast face of the core barrel (near the R7 core position) is progressing very slowly.

Dr. Thomas E. Murley, Director, NRR, followed on Tuesday with a luncheon speech which highlighted the cridcal aspects of the NRR regulatory program and the important role the RLS' nuclear safety nsearch plays in NRR activities.

A common theme that echoed throughout the 3-day meeting was the need to maintain technical excellence in the U.S. nuclear research program in the midst of tight budgets.

Office of Governmental and Public Affairs Items of Interest Week Ending October 27, 1989 International Programs Fire at Vandellos 1 NPP Tarragona Spain On Friday, October 20, 1989, the Spanish Nuclear Safety Council (CNS) notified the NRC that on the previous evening a fire broke out in one of the main turbine generators of the Vandellos 1 NPP, a 480 MWe French-designed gas-cooled reactor, located in Tarragona near the Mediterranean coast of Spain. The fire was extinguished early on the morning of October 20, and the plant was brought to a safe shutdown. A CSN Inspection Team was dispatched to the site and indicated that the cause of the fire appeared to be a mechanical problem in the turbine and the release of hydrogen from an electrical generator. core was not damaged, repairs are underway, and there were no radioactive releases or injuries or contamination of personnel in the affected areas. A public announcement has been made, j

On Wednesday, Mr. E. Parker, President of Etudes Prospectives Internationales, a private consulting firm in Paris, met with Charles Miller, NRR/PDSL, and some I
of his staff, to learn about work being done on the ALWR and current licensing 3
changes. Mr. Parker is conducting a study for the French government on the revitalization of nuclear energy.
On Thursday, two members of Japan's Emergency Technical Advisory Body (ETAB),
organized to assist both the central and local governments in Japan in their countermeasures activities against nuclear accidents, met with representatives of both NRR/PEPB and AEOD/IRB to disucss NRC's activities in emergency planning.
l On Thursday, Mr. Michel Livolant, Director of Research, Institute of Protection for Nuclear Safety (IPSN), French Atomic Energy Comission, accompanied by Mr.
Maurice Gomolinski, had discussions with Mr. Eric Beckjord and some of his senior staff, and Comissioner Curtiss to discuss the possible participation of France in NRC's Severe Fuel Damage Program.

l' energency planning /. incident response efforts in Taiwan and learn about current l
incident response efforts at NRC. Mr. Wang expressed a strong interest in having an obt.erver present at the Incident Response Center and at the site during a site emergency exercise. Taiwan has started conducting its own emergency exercise drills.
On Thursday, Leif Ericson, Vice President of Fuel Techcology of Studsvik Nuclear in Sweden, met with IP staff to discuss current U.S. export policy issues.

Meeting with Mexican Officials On October 26, Ing. Jose Delgado. Director of Nuclear Safety at the Mexican Ing. Jose Basurto, Director of Nuclear Rules and Regulations CNSNS, and CNSNS,lian Sancher (formerly agreement administrator for the NRC/$NINS Dr. Ju bilateral agreement) of the Instituto Nacional de Investigaciones Nucleares, met with GPA/IP to discuss future nuclear cooperation between the CNSNS and NRC. During these discussions, the Mexicans noted that the Laguna Verde reactor Unit ! reached 505 power last month and is expected to reach 751 power next week. Full commercial operations is expected next spring. The CNSNS will request increased technical assistance from NRC during the years 1990 93.

Harold Denton, Director of the Office of Governmental and Public Affairs, and Carlton Kaamerer, Director of State, Local and Indian Tribe Programs, participated in a tour of the Beatty LLW disposal facility in Beatty, Nevada on 1989. The tour continued at the proposed California LLW disposal l
October 23,lurian Valley and Ward Valley. The purpose of the tour was to sites at Si l
observe a LLW disposal facility in operation and to examine the potential sites in California.
Mr. Denton and Mr. Kammerer also toured a facility in San Jose which manufactures explosive detectors for airports. Jack Hornor, Region V State Agreements Officer, accompanied Mr. Denton and Mr. Kammerer on this part of the trip. Mr. Denton and Mr. Kammerer met with Charles Imbrecht, Chairman of the California Energy Commitsion and State Liaison Officer, on October 27 in i

Records Management Brench (IRMB) evaluated the proposal by contacting the recipients of the FSARs and by reviewing the requirements of 10 CFR 50.4,
" Written Communications," and Generic Letter 82-14, " Submittal of Documents i
to the Nuclear Regulatory Comission."
IRMB found that NRC receives the i
minimum number of hard copies it requires and that the recipients of the FSAR are not receptive to substituting the hardcopy with microfiche.
IRMB communicated the findings to the TVA Projects staff.

Transportation Accident On October 24, a truck carrying four LSA containers (B 25 boxes) over-i turned on a state highway near Christiansburg, Virginia. The boxes contained soil with low-levels of uranium and were being sent for burial at Barnwell, SC. The boxes split seams and/or loosened the lids on impact l
and some spillage occurred. The B&W-NNFD Resident Inspector was dis-l patched to the accident stene and has monitored operations. The Common-l wealth of Virginia also responded. Cleanus and repackaging started October 26. The Virginia environmental mo>il lab will be used to monitor the cleanup results.

Dresden Nuclear Power Station The licensee declared the Unit 2 HPCI system inoperable due to feedwater back leakage to the pump, raising concern with high temperatures causing I
a potential for waterhauser shou d the pump be activated. The licensee plans to perform a 50.59 review on the feasibility of an alternate valve l
lineup to declare the HPCI system operable. Region III dispatched an t
inspector to review the licensee's evaluation of an alternate valve lineup.

Quad Cities Nuclear Power Station I
l The licensee stopped work by contractor Stone and Webster based on NRC i
inspectors' finding significant deficiencies with contractor work in progress. The inspectors observed components being installed backwards, out-of-order, and on wrong valves. They also noted that procedures were i
not at the work location. The licensee is investigating and implementing controls prior to returning to work. Region III division managers have been on conference calls with site and corporate management regarding the actions being taken. A management meeting is planned for November 9, 1989, to discuss the licensee's corrective actions.

Prairie Island Nuclear Generating Station On October 25, 1989, Region III and Northerr. States Power Company (NSP) met to discuss the Emergency Diesel Generator addition at the Prairie l
Island Nuclear plant. The scope of the meeting covered the Station Blackout Response, the manufacture of the diesels, construction of the Diesel Generator building, electrical design, and electrical system l
upgrades that will be implemented during this modification.

Zion Nuclear Power Station

On October 25, 1989, Region III determined that the diesel generators (DG) supplying emergency AC power were not operable because the DG ventilation fans were placed in pull-to-lock defeating the auto start signal for the i
J DG room ventilation. The DG v6nt11ation system is required to auto start on initiation of an ESF signal and is designed to maintain a room temperature of 115 degrees F. during diesel generator operation.
The DG ventilation fans were placed in pull-to-lock because the intake air-crash dampers were failed closed when the dampers would.10t close within the time limits specified by the Technical Specifications (TS).
j In satisfying this TS the licensee failed to recognize that another TS relating to DG operability had been violated.
t To allow continued plant operations the ventilation fans were returned to automatic and a waiver of compliance was granted by NRR and Region 111 on j
the TS requirement for the air-crash dampers, i

Davis-Besse Nuclear Power Station on October 24, 1989, the Director Division of Reactor Safety, and members of his staff held a meeting with representatives from Toledo Edison Company to discuss their implementation of a self-initiated Safety System FunctionalInspection(SSFI)oftheairsystemsatDavisBesse. The licensee representatives discussed the methodology, findings and proposed correctiv6 action.

Perry Nuclear Power Plant On October 26, 1989 the Deputy Regional Administrator and others members of the regional staff met with Cleveland Electric Illuminating Company (CEI) in the Region III office for a periodic management meeting. Topics discussed included recent Perry plant performance, an update on CE!'s plans to address the Diagnostic Evaluation Team's findings, progress on fixing plant steam leaks, the power excursion event of September 13, 1989, i
i a status of Off-Gas System performance and modifications, a status of Perry's high drywell temperatures and the reorganization within the Quality Assurance organization.

Waterford-3 Enforcement Conference An enforcement conference was held on October 24, 1989, in the Region IV

offices with representatives from Louisiana Power and Light. The purpose 1
of the conference was to discuss the findings from NRC's inspections at the Waterford-3 Steam Electric Station. The topics discussed included operation of danger-tagged valves and main ateam relief valve testing.

Cooper Nuclear Station Emergency Exercise Region IV participated in an off-hours emergency exercise at Cooper Nuclear Station on October 25, 1989. Participation consisted of a site team with emphasis on protective measures. Tne Director, Division of Reactor l
Safety led the site team and carried out the duties and responsibilities l
of the STL/DSO for this exercise.

Wolf Creek Generating Station Wolf Creek Nuclear Operating Corporation plans to conduct an "open house" for families of employees, owners, and vendor personnel assigned to Wolf Creek Generating Station on October 28 and 29,1989. The open house, which includes a limited tour of the turbine building, will be conducted in accordance with the licensee's approved security plan. The licensee htis briefed the region regarding the open house, including plans for F
access control and for medical and other emergency contingencies. A total j
i of 3,100 people are expected to attend the open house which will last from l
9 a.m. to 4 p.m. each day. The number of escorted visitors within the protected area at any one time will be controlled.
