Enclosed;is a copy'.of the exercise report on the September.27,
'1988, offsite radiological emergency preparedness exercise for
'the Peach, Bottom ~ Atomic Power Station..
This was the sixth full-participation exercise : conducted at the Peach Bottom Atomic Power Station.
Offsite participants included..the Commonwealth' of Pennsylvania' and.Chester, Lancaster and York Counties, as well as-their respective local jurisdictions;-and t
the State of. Maryland and y Cecil and Harford Counties.
This exercise report was prepared by the Region III office staff of T
the' Federal Emergency Management Agency.
The one deficiency identified.during this exercise occurred when officials of Harford
- County, Maryland, ' failed to demonstrate the ' ability toL initially alert the public within the 10-mile Emergency. Planning Zone' l and failed to begin dissemination of'an' instructional message within 15-minutes of j
a decision.by appropriate county officials.
Correction of this deficiency was accomplished in a remedial exercise conducted on January.
24,
- 1989, at which time the' County officials F,
successfully ' demonstrated this capability..
'In addition, a
number of areas requiring corrective action were identified and j
'a schedule for those corrections is also included in this report.
Based on the results of the September 27,-1988, exercise and the January 24,
- 1989, remedial
- exercise, the offsite radiological emergency preparedness is adequate to provide reasonable assurance that appropriate measures can be taken to j
protect the-health and safety of the public in the event of an accident at the Peach Bottom Atomic Power Station.
