For the current cold leg temperature lin.it, the limiting Departure from Nucleate Poiling (DNB) occurs at full power operating ccrditions.

2 The table below summarizes the results of the DNP evaluation using the revised average temperature limit.
The values given include the effect of cortrol rod insertion to the Power Dependent Insertion Limit (PD!L) as well as the increased cold leg temperature at the reduced power levels.
The design Maximum Departure from f.'ucleate Boiling (MDNEP) incorporates the power distribution limits of Technical Specifications 3.2.2 and 3.2.3 in addition to the increased cold leg temperature.

Commission has previously published a proposed finding that the amendment
.. involvts_to significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendeent meets the eligibility criteria for categorical exclusion set forth in 10 CFR 52.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

The Cornission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Resister (54 FR 35113) on August 23, lope and consulted with the State of Massachur.eils, ho public comments were received and the State of Massachusetty did not have any comn,ents.
