1. Open Item (50-266/89019-01; 50-31/89018-01) - E0P Control a.. Place the.setpoint document in the plant document control system. I Assure all setpoints are included'and accarate.  ;

The setpoint document is in the document control system. . Changes l made to the document since initial issue have been reviewed and approved in accordance with PBNP administrative controls. While -

setpoint accuracy verification will continue as an ongoing process, r essentially all existing setpoints have been verified as accurate. 3

b. Include a formal continuing verification and validation program.  ;

The continuing verification and validation program will be approved and issued for use by February 1, 1990. ,

c. Place the documentation of significant' deviations from the ERGS ,

into a document control system. '

The deviation documents have been included in the document control system as of October 27, 1989, i

a. Issue procedure addressing switchover to containment sump  !

recirculation with one injection train. inoperable.

Revision 0 of E0P 1.4 was issued July 31, 1989. To assure the procedure was adequate we successfully performed the procedure under controlled conditions on October 3,1989' during the Unit 2 annual refueling / maintenance outage.
b. Resolve environmental qualification issue for valves MOV-866A and B.

The Unit I valves MOV-866A and B have been upgraded and environmentally qualified during the spring, 1989 Unit I refueling /

maintenance outage. The Unit 2 valves have been upgraded in.the-fall of 1989 refueling maintenance outage. This item was completed prior to October 27, 1989.

3. Open Item (50-266/89019-03; 50-301/89018-03) EOP Transitions As noted on page 27 of the inspection report, sdasequent to the conclusion of the inspection, an additional concern was identified. To address this ,

item two steps were taken:

a. We sent a letter to the Westinghouse Owners Group (WOG) Emergency Response Guideline coordinator, Mr. Richard Prokopovich, on August 10, 1989, to obtain further input from WOG.
b. While we wait for the guidance from the Westinghouse Owners Group, we have initiated a change to our emergency operating procedures .

which we believe addresses the issue. This. change will be '

implemented by February,-1990.  ;

4. Detailed Comments on EOPs ,

The inspection team provided'54 detailed components on 16 E0Ps and AOP.

These will be included in the review ~ process.on those procedures. '
