.T.ntervenor Attorney General of Massachusetts (MacsAG) and i
Seacoast Anti-Pollution League (SAPL) have filed motions for reconsideration, dated October 20, 1989, in which they ask that

t we revisit a portion of our recent memorandum and order in this f
proceeding, ALAB-022, 30 NRC (1989).
For the reasons set 4
forth herein, we summarily deny those motions.
In ALAB-922, we certified to the Cc.n.nission the question whether certain MassAG testimony on dose reduction / dose consequences arising under the New Hampshire Radiological Emergency Response Plan wss admissible as relevant to a determination of whether, in accordance with the Commission's guidance in Lono Island Lichtinq_Comoany (Snoreham Nuclear Power Station, Unit 1), CLI-86-13, 24 NRC 22, 30 (1986), emergency i

In that order, however, wo addressed another issue raised by the MassAG.
We determined, contrary to his assertions, that the commiersion's emergency planning requirements, 10 C.F.R. $ 50.47, are not intended to implement the " adequate protection" standard in section 182(a) of the Atomic Energy Act, 42 U.S.C.
5 2232(a), so as to countenance the type of risk-based, dose reduction / consequence analysis to which tne MassAG's testimony was purported to be relevant.

MascAG and SAPL now seek reconsideration of that determination.
The MassAG's motion appears to rest upon the preaise that our ruling on the matter of emergency planning's status as an
" adequate protection" standard was sufficient 3f " distinct" from l
