Dear Sir:

The letter indicated in the above reference transmitted Inspection Report Nos. 50-295/89022 and 50-304/89020, which provided the results of the NRC's I

evaluation of certain security activities at Zion Station, that appeared to be in violation of NRC requirements.

In summary, the violations are related to two l

unprotected vital area barrier openings that were identified during a July 1989, inspection performed by NRC Region III personnel.

Commonwealth Edison was granted an_ opportunity to further discuss the events during an August 1989. Enforcement Conference, and ensure that the NRC was made aware of our intended corrective actions. ~By letter dated September 21, 1989, Commonwealth Edison learned of the NRC's decision to issue three violations, categorized as follows: One Level III Violation, with Imposed Civil Penalty of $75,000; and Two Level IV Violations that were not assessed a Civil Penalty.

The purpose of this letter is to provide Commonwealth Edison's response to each of the violations, and pursuant to 10 CFR 2.205, to provide payment of the Civil Penalty in the amount of $75,000.

The response to the violations is provided in the Attachment to this letter.

The Attachment to this letter contains Safeguards Information and is exempt from disclosure in accordance with 10 CFR 73.21(c)(2).

Commonwealth Edison understands the significance of the event and the importance of physical security at each of our facilities and has developed an effective corrective action plan to address the concern.
