Document Control Desk Washington, DC 20555 Docket.No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 REQUEST FOR EXEMPTION FROM THE REQUIREMENTS OF 10CFR50, APPENDIX J Attention: George Knighton Rancho Seco is currently in the refueling mode and is proceeding toward defueling of the reactor. Containment integrity is not required when the Reactor Vessel is defueled and all the fuel is removed from the Reactor Building and stored in the Spent Fuel Pool.
The requirements of 10CFP.50, Appendix J do not contain a provision for the cessation of testing wnen containment integrity is not required by plant conditions.
The bistrict requests an exemption, pursuant to 50.12, from the requirements of 10CFR50, Appendix J, but not from the requirements of the Rancho Seco Technical Specifications.
The Technical Specification requirements are met without ar, exemption. The testing requirements of Appendix J will be satisfied prior to any future operation of. the Unit.
The District has reviewed this request and concluded that it does not involve a significant decrease in the protection of the health and safety of the public.
