identified. The licensee's response actions for this exercise demonstrated the l

ebility to implement the emergency plan in a manner which would provide adequate protective measures for the health and safety of the public."

The j

ecepe of the September 1989 exercise was sufficient to test the mejor elements l

ef the soebrook onsite emergency response plan.

The information relied on by the intervonors does not show a deficiency in the scope of the onsite exercise f

and, thus does not reise e significent safety issue.

1 The foregoing is true end correct to the best of my k ledgeandbelief.
