NUCLEAR REGULATORY COMMISSION n

- ,I ADVISORY COMMITTEE ON REACTOR SAFEGUARCS e
WASHINGTON, D. C. 20566
....+
September 12, 1989 The Horiorable Kenneth M. Carr Chairman U.S. Nuclear Regulatory Commission Washington, D.C.
20555
Dear Chairman Carr:
SUBJECT:
ELECTRIC POWER RESEARCH INSTITUTE ADVANCED LIGHT WATER REACTOR REQUIREMENTS DOCUMENT During the 353rd meeting of the Advisory Committee on Reactor Safe-guards, September 7-9, 1989, we had discussions with representatives of the Electric Power Research Institute (EPRI) and the NRC staff regarding the EPRI Advanced Light Water Reactor (ALWR) Requirements Document.
We have followed the program from its inception during both full Committee and subcommittee meetings as the program has developed.
Our Subcom-mittee on ' Improved Light Water Reactors met most recently with repre-sentatives of EPRI and the NRC staff on April 11-12, 1989 to discuss the technical issues and status of the program.
We consider the developtrent of the EPRI ALWR requirements document a valuable contribution by the industry, which can serve as a rational basis for safer and improved light water reactor plant designs.
The approach being taken is unique. The requirements are being developed by the utilities through consensus, with the cooperation and support of.the nuclear reactor vendors, and with review by the NRC.
The program has the support of high-level management of the utilities end the nuclear reactor vendors.
Many of the issues being considered are quite complex and difficult to resolve, and it is important that they be carefully i
considered and addressed. We believe that this is being done.
l l
We recommend that the NRC continue its cooperative effort on this program with appropriate resources to accomplish an effective and timely 1
i review.
I' Sincer I
