Dear Mr. Miller:
Thank you for your letter, postmarked September 21, 1989, which expressed your l
concern with regard to contract personnel performing janitorial services at the Peach Bottom Atomic Power Station.
In your letter, you expressed a concern on the security screening performed for contract personnel who are allowed access to the site.
Facilities such as Peach Bottom are allowed by NRC regulations to have two types of access to the protected area of the site. The first type of access involves being." escorted" by a screened and cleared site employee. The second type requires that an individual be screened using several methods including i
the completion of a criminal history check. This involves the submission of fingerprints to the Federal Bureau of Investigation. This type of access is called " unescorted" access and all individuals whether employed by the utility or a contractor, without regard for job skill level, are required to be screened in a similar manner.
It should be noted that all " unescorted" access individuals are not granted access to all areas of the facility. Access to specific areas is also based on work-related need, as well as " unescorted" access status.
NRC requirements for physical protection of nuclear power plant facilities, as codified in Title 10 of the Code of Federal Regulations, does not prohibit facilities from employing contractors as the licensee determines to be appropri-ate.
In fact,'the security force itself at Peach Bottom is largely composed of contract personnel.
It should also be noted that with regard to security aware-ness of non-security )ersonnel, all employees granted " unescorted" site access, whether employed by tie utility or a contract firm, are required by the utility to complete general employee training which includes a discussion of security responsibilities for personnel granted access to the site.
