PILGRIM STATUS REPORT FOR THE PERIOD SEPTEMBER 23 -
OCTOBER 7, 1989 Enclosed is the Pilgrim biweekly status report from the NRC Resident Office at Pilgrim. The NRC Restart Staff is in place and was on-site monitoring lic-ensee activities on an around-the-clock basis during power ascension and on an extended shif t basis at other times during this report period, consistent with reduced testing activities.
This report was extended an additional day to encompass the activities of October 6, 1989.
On October 6,1989, Mr. William T. Russell, Region I Administrator, approved the NRC Restart Assessment Panel's recommendation to release the licensee from the fifth NRC approval point (75% of rated power) in the licensee's Power As-cension Test Program.
The Pilgrim biweekly status report is intended to provide NRC management and the public with an overview of plant activities and NRC restart inspection activities.
Subsequent inspection reports will address many of these topics in more detail.

T ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD SEPTEMBER 23 - OCTOBER 7,1989 1.0 Plant Status As of 8:00 a.m. on October 7,1989, the reactor was operating at approxi-mately 83% power with the turbine generator synchronized to the grid.
2.0 Power Ascension Test Program Status At the close of the last report period, the plant was increasing power from 70% following a power reduction to perform backwashing of the con-denser water boxes.
The plant reached 75% power on September 23 and was maintained at 75% power (except for brief power reductions during conden-ser backwashing) until October 6, 1989, when the licensee began raising reactor power. At the close of this report period, the plant was at ap-proximately 83% power.
On October 6, 1989, Mr. William T. Russell, Region I Regional Administra-tor, approved the NRC Restart Assessment Panel's recommendation to release the licensee from the fifth NRC approval point (75% of rated power) in the licensee's Power Ascension Test Program.
The program incluc'es NRC ap-proval points prior to initial criticality and at 5%, 25%, 50% and 75% of full power and both a licensee written report and NRC review after com-pletion of testing at full power. The NRC Restart Assessment Panel recom-mends to the Regional Administrator when the plant is considered ready to I
be released from each approval point.
1 The licensee continued to conduct routine surveillances along with pre-i ventive and corrective maintenance throughout the period.
3.0 Items of Special Interest Pilgrim Systematic Assessment of Licensee Performance (SALP) Report Issued On September 21, 1989, NRC Region I issued the SALP report for Pilgrim l
covering the period of May 16, 1988 to June 30, 1989.
The SALP report contains NRC assessment of the licensee's performance at Pilgrim Station.
It is based on the collection of performance observations and inspection results by NRC inspectors and managers during the 13 1/2 month assessment period. During this SALP period, the NRC expended a total of 11,064 direct inspection hours at Pilgrim.
This is substantially above (i.e.,
more than twice) the usual level of inspection at most sites. A SALP Board composed of NRC management from Region I and the Office of Nuclear Reactor Regulation (NRR) had met on August 17, 1989, to review these in-spection results and observations.

A copy of the SALP Board Report will be available at the Local Public Document Room.
The NRC held a SALP Management Meeting at 11:00 a.m.,
October 6, 1989, in Plymouth, Massachusetts to discuss the report with licensee senior management. This meeting was open for public observation.
i Licensee Personnel Reassignment On September 1, 1989, Mr. George Stubbs assumed the position of Plant Maintenance Section Manager.
Mr. Stubbs was formerly a Special Projects Manager and has over 27 years of nuclear experience. Also, Mr. Dick Swanson has temporarily assumed the position of Regulatory Affa es Manager, re-placing Mr. 0heim who will assume the position of Deput, Manager, Nuclear Engineering Department. Mr. Swanson was previously the Nuclear Engineer-ing Department Manager.
4.0 Pilgrim Restart Staff Activities The Pilgrim Restart Staff was in extended shift coverage until October 6, 1989, when the Staff began around-the-clock sh!ft coverage at 2:00 p.m.
i in anticipation of power ascension.
An NRC-developed inspection plan addressing the 50% - 75% and 75% - 100%
i power plateaus, as well as the primary functional areas of operations, l
maintenance, surveillance and startup testing was implemented.
The in-i spectors assessed operator performance, organizational interfaces, adher-f ence to procedures and Technical Specification compliance.
The Pilgrim Restart Staff continued to evaluate the performance of licen-see personnel and the plant to determine whether the licensee should be permitted to proceed to 100% of rated power.
Contact with the press and public continued throughout the period.
The NRC Restart Manager and the Region I Public Affairs Officer have been
