SCOPE g

.This procedure describes how and when the specific indivioual shipping and receiving procedures-of Section VI of ' this - Manual are to be empl oyed.. The transportation of radioactive materials as governed by

the rules and regulations of the U.S. Nuclear Regulatory Commission,10 CFR,' Part 71, and the U.S. Department of Transportation, 49 CFR, Parts 1

170 through 189 and Part-397.

2.0 RESPONSIBILITIES l

2.1 It is the responsibility of the RSO (Radiation Safety Officer) at i

}

the Foster Wheeler temporary construction sites to assure that the j'

procedure detailed in this section are followed without deviation.

2.2 It is the responsibility of the Corporate RSO to establis'h prior-to transfer of radioactive materials to construction sites, that qualified. personnel are at the construction site and that the radioactive material ' licenses 'are current where the shipment is to be received.

2.3 Itris the responsibility of the supplier of by-product materials.

to ships radioisotopes to Foster Wheeler Constructors Incorporated construction. sites in approved containers and in accordance with all: applicable rules and regulations.

3.0 LIMITATIONS

i This section covers the shipping and receiving of Iridium 192 sources up to fifty (50) curies, Ytteeium 169 sources, and empty Tech / Ops Models 650 and 660 source containers for domestic ground transportation only.

Cobalt 60 shipments will be made in accordance with specific instructions received from the Corporate R.S.O.

for each of these individual instances.

Ytterbium 169 sources will be shipped and received in accordance with the Iridium 192 Procedures of this Section, with any necessary changes incorporated.

l 4.0 DEFINITIONS'0F TERMS-4 4.1 Carrier Only;- means that the trucking company or cargo airline:

representative comes to the jobsite or plant to pick up or deliver your shipment.

,w' 4.2-FWCI.0nly - means a source or camera transfer between FWCI field sitos that involves FWCI personnel and FWCI vehicles only. (outside trucking company or airline not involved in shipment at any time)..

4.3 Delivery to Carrier - means a shipment where the article being

shipped is _ taken to. the trucker's or airline's terminal for transport in an FWCI vehicle by FWCI personnel.

p' 4.4 Pick up from. Carrier - means a shipment where FWCI personnel have-

~ to go to the trucker's or airline's terminal in an FWCI vehicle in s

L 4.5 FWCI vehicle-- means any motor vehicle owned or leased by Foster Wheeler Constructors Inc., or any private' motor vehicle- (such as an automobile) operated by an FWCI employee while that employee is-engaged 'in activities related to his job.

-5.0 USE OF SHIPPING AND RECEIVING PROCEDURES-L Iridiuu 192 Sources and empty containers (T/0 650 and 660) shall be shipped and received in accordance with the applicable procedure ~ as indicated by the-Procedure Selection ' Chart. on Page 4

of this Procedure.

This chart is divided into four (4) ~ general categories

-which are defined in Paragraph 4.0 of this procedure.

m PROCEDURE 51 51.1 Secure the source in - the 650 Source Changer (See Procedure 26) or -

the 660 Exposure device (See Procedure 15 of Section II.

51.2 ' Attach security seals: and compress. with.the "FWCI" lead seal press.

51.3 The 650 Source Changer will be' shipped uncrated.

The 660 Exposure-Device will be crated as follows:

A)

.The Exposure Device will 'be placed in a wooden crate 'or steel-box (minimum outside dimensions - 12" high x 16" long x 9" wide) and blocked in the center of the steel box or' crate-to:

prevent shifting during transit.

B)

The crate or box will be securely closed to prevent loss or shifting. of-the contents.-.It shall be strong enough to survive under conditions normally incident to transportation,-

Each package will hav'e-some type: of sealing device, which -is not. readily' breakable and which, while intact will be evidence -

52.11 The Site RSO, or a qualified and certified radiographer designated

52.13 The Site RSO will notify the appropriate personnel as to the -route to be taken and the expected time of. arrival.

In the event that' any unusual delay is encountered, tne vehicle driver will-notify 1

52.15 Upon arrival at the destination, the package will either be presented to the carrier, with the shipping papers from Paragoph 51.7, for further transport (Delivery to carrier) or received in
